The Arsenal Behind the Arsenal: How China Keeps Iran’s Military Machine Running
When Israeli and American airstrikes hit Iran in February 2026, attention rightly focused on the weapons being fired. Less examined was the quiet, persistent flow of technology that had made those weapons possible in the first place, and that continued flowing even as the bombs fell. That technology came, in significant part, from China.
Beijing has not sent troops to Iran. It has not publicly committed arms in the conventional sense. But for years, Chinese firms, some state-linked, others operating in the shadowy margins of export control law, have supplied Iran with the electronics, chemicals, guidance components, and radar systems that underpin Tehran’s military capabilities. It is a relationship built on the logic of deniability and the exploitation of a legal grey zone–the world of dual-use technology.
What Dual-Use Really Means
The term “dual-use” refers to goods and technologies that have legitimate civilian applications but can also serve military purposes. A semiconductor can power a smartphone or guide a missile. Sodium perchlorate is used in fireworks and flares and is also refined into ammonium perchlorate, the primary propellant in solid-fuelled ballistic missiles. Fibre-optic cables transmit internet data and can stabilise drone navigation. Gyroscopes orient aircraft and direct warheads.
This ambiguity is not a bug in the system; for Iran’s procurement networks and their Chinese suppliers, it is the central feature. Chinese exports to Iran’s military production lines enter under civilian customs codes as dual-use chemicals, aviation parts, or industrial electronics—whichever label the shipper chooses. The paperwork says one thing. The end use is often something else entirely.
The Drone Pipeline
Iran’s Shahed-series drones have become one of the most consequential weapons systems of the current era, deployed against Ukraine via Russia, fired at Israel, and used to threaten Gulf shipping. Their manufacturing depends on a global supply chain that, by the time components reach Iranian assembly lines, is routed substantially through China.
Iranian UAVs, such as the Shahed series, rely on an ecosystem of imported electronics, engines, navigation components, batteries, and semiconductors. While many of these parts originate in the United States, Europe, and Japan, procurement networks frequently route them through Chinese distributors or trading companies before they reach Iranian manufacturers.
This is not a marginal or informal trade. Small Chinese firms have been openly marketing items including engines, batteries, fibre-optic cables, and computer chips that can be used in military drones. One company highlighted by the Wall Street Journal, Xiamen Victory Technology, offered to sell German-designed Limbach L550 engines, which the US has barred from export to Iran and Russia. The brazenness of such marketing reflects a calculation that enforcement will be insufficient and demand will be steady.
Chinese dual-use exports to Iran spiked in January 2024 when the two states formalised a strategic partnership emphasising defence and security cooperation. Likewise, Chinese exports rose after Trump signed a memorandum restoring maximum pressure on Iran, and again in June 2025 after the US attack on Iranian nuclear facilities. Each moment of Western pressure, far from choking supply, appears to have accelerated it.
Rocket Fuel and Ballistic Missiles
Beyond drones, the Chinese contribution to Iran’s ballistic missile programme has been among the most alarming findings for Western intelligence services. The key input is sodium perchlorate, a chemical classified as dual-use, whose civilian applications provide legal cover for shipments that are, in practice, military in nature.
A single 1,000-ton delivery from Zhuhai to Bandar Abbas in early 2025 was assessed by European intelligence services as sufficient for the propellant in 200 to 260 ballistic missiles. A further 2,000 tons arrived later that year. These were not black-market transactions conducted in the dark. In early March 2026, China allowed two ships owned by an Iranian company—which the US says supplied material to Tehran’s ballistic missile programme—to depart for Iran from a chemical-storage port on China’s southeastern coast. Experts at the time noted that Beijing could have easily held the vessels at port. It chose not to.
Beyond raw materials, China’s support has included advanced composites, precision machine tools, and guidance components such as gyroscopes and accelerometers. These are not the commodities of civilian trade. They are the inputs of a weapons programme.
Radar, Satellites, and Electronic Warfare
The most strategically significant Chinese transfers to Iran may be in the domain of surveillance and air defence. Following the outbreak of the US-Israel-Iran conflict in March 2026, China transferred YLC-8B anti-stealth radar systems to Iran, introducing long-range UHF detection capabilities that undermine US and allied low-observable air operations in the Gulf. The YLC-8B is designed specifically to detect stealth aircraft—including the F-35 and B-2 Spirit—at ranges reportedly reaching up to 700 kilometres under optimal conditions.
Several units have reportedly been integrated into Iran’s layered air defence network alongside Russian-supplied S-300PMU-2 systems and domestically produced Bavar-373 interceptors, supporting earlier warning and cueing functions. The radar transfer did not occur in isolation. It forms part of a broader Chinese effort that includes BeiDou satellite navigation, commercial imagery, and dual-use drone components, enabling more persistent detection and data sharing across Iranian air defence networks.
In March 2026, the US accused the Chinese state-owned company Semiconductor Manufacturing International Corporation of providing chipmaking tools to Iran’s military. The accusation pointed directly at the intersection of China’s industrial policy and its strategic partnership with Tehran—a relationship in which the line between commercial activity and military support has been deliberately blurred.
The Architecture of Evasion
Understanding why this is so difficult to stop requires understanding how it is structured. Chinese shipping firms and intermediaries use transshipment hubs, shell companies, and false documents to obscure the movement of sensitive materials. Goods flow through third-country intermediaries, re-labelled at each step. By the time a component arrives in Iran, its paper trail may trace back to a legitimate commercial transaction in a country not subject to any relevant sanctions.
This network has been described by analysts as the “Axis of Evasion”—a system that knits together US adversaries not through formal military alliances but through the shared interest in circumventing Western economic restrictions. China has also supported the Houthis by tacitly allowing the Iranian proxy group to procure drones and missile development capabilities from Chinese suppliers, while a Chinese firm under US sanctions, Chang Guang Satellite Technology, has been accused of providing images to Houthi forces in Yemen to target US assets in the Red Sea.
The US response has included sanctions, indictments, and diplomatic pressure, all of which have had limited effect. Four Chinese nationals were charged with providing US technology to Iran, having arranged front companies in China to obtain export-controlled items for entities linked to the Islamic Revolutionary Guard Corps, including the Ministry of Defence and Armed Forces Logistics, which oversees Iran’s military drone production. Such prosecutions address individual nodes in the network without dismantling the network itself.
Beijing’s Strategic Calculation
China’s position in this relationship is characterised by deliberate ambiguity. Beijing has publicly positioned itself as a mediator in the 2026 Iran conflict, dispatching envoys and warning against the spread of war. It has abstained rather than vetoed at the UN. It has not committed troops or formally acknowledged arms transfers. When President Trump wrote to Xi Jinping demanding that China stop supplying Iran, Xi reportedly wrote back, indicating that China was not doing so.
The gap between that assurance and the documented reality of Chinese exports reflects a strategic calculation. China benefits from a weakened, isolated Iran that nonetheless remains capable enough to tie down American and Israeli military resources and disrupt Gulf energy markets. A militarily capable Iran raises global oil prices, which benefits China’s adversaries in the West more than it harms Beijing. And the supply of dual-use technology provides Beijing with leverage over Tehran while maintaining sufficient deniability to avoid direct confrontation with Washington.
The challenge for the United States and its allies is that the architecture of dual-use evasion is, by design, nearly impossible to fully interdict through sanctions alone. As long as components with legitimate civilian uses flow freely through global trade, procurement networks will exploit the ambiguity. Closing that gap requires not just blacklisting individual firms but pressuring Beijing at the systemic level — a diplomatic task that, so far, the West has been unable to accomplish.
In the meantime, the drones keep flying. The missiles keep launching. And somewhere in a Chinese port, another ship prepares to sail.
